What Is the Photo Update Letter?
The Arizona Motor Vehicle Division has updated its photo expiration notification process.
The MVD will send a system-generated notification letter when a driver license or state ID photo reaches the required age threshold.
The letter informs the customer that a photo update is required.
When Will the Letter Be Sent?
MVD will mail a photo expiration letter when:
- A driver license photo is 12 years old or older
- A state ID card photo is 20 years old or older
The letter is mailed 15 days before the official photo expiration date.
How Long Do Customers Have to Respond?
Customers are given 45 days to update their photo after receiving the notice.
This allows time to visit an authorized provider and complete the required update.
What Happens If the Photo Is Not Updated?
If no action is taken, the driver license or ID card will be cancelled.
Cancellation occurs 60 days after the original notice date.
Once cancelled, the credential is no longer valid for driving or identification purposes.

Two system-generated forms are part of the updated process:
- Form 96-0411 – Driver License / ID Photo Expiration Letter
- Form 96-0411a – Driver License / ID Photo Expiration Letter Cancellation Warning
These forms are mailed directly to impacted customers.
